Help: Visa Process - Peru Chicago Consulate

Can someone please assist me - My wife and I need to apply for visa at the Peru Chicago consulate (Indian Citizens). No one answers the phone or responds to emails.

Does anyone know if we can mail in the applications or have to submit in person? If they are open on Feb 18th (monday)?

Any help will be appreciated...

Just in case, have you tried all the phone numbers listed on their website ? : (312) 7821599, (312) 8536173, (312) 8536174

A personal interview is mentioned in the requirements, so I'd guess that you do need to go in person.
I don't know whether or not they are open on the 18th...

Consulates are almost always closed on their own "back home" legal holidays and the holidays of their host country. I'm guessing that since Feb. 18 is a U.S. legal holiday, the consulate will be closed.
