In the south (international arrivals) satellite you go through immigration, then pick up your checked luggage, then proceed to customs.

Arriving passengers
Upon exiting agriculture and baggage inspection, passengers ending their journey in Seattle will exit to the right (following the green walls). They will board the train to the main terminal, taking smaller luggage with them, but placing larger luggage on the belt to be claimed at Baggage Claim 1 of the main terminal.

Connecting passengers
Upon exiting agriculture and baggage inspection, connecting passengers will go left (following the orange walls) and check their luggage for the next flight. Agents from Alaska Airlines and Delta Air Lines will be available to help their passengers recheck and re-book any connecting flights if needed. If transferring to other airline carriers you will exit and recheck your bags at your airline's ticketing counter on the pre-secure side of Sea-Tac.

Sea-Tac Airport consists of one main terminal (with four concourses), and two satellites.

Note: A new "international arrivals facility" is scheduled to open in Fall 2020 Spring 2021. It will increase the number of international-capable gates (from 12 to 20) as well as the number of bag claim carousels (from four to seven).

In the past the process was global entry upstairs, go down to baggage claim, go through the actual global entry line. A recent video I saw shows the upstairs area before going down to baggage claim empty/roped off. Is the process for global entry now (back to?) bags first, then GE?

For my last two international arrivals (Nov and Jan), there was nothing upstairs. Bags, then GE arrival processing (kiosk or flash the app confirmation) towards the downstairs exits. I think the upstairs configuration was a short-term test last October.

"Bags second" was a short, one-month, test last year. It's back to bags first, as it's always been.

See this FT post about it.

I didnt even know about this, but was referencing back when the facility opens, it was indeed bags first but only Global Entry people had to do their kiosk before bags, before joining the line after bags. This was confusing for a lot of people

follow up question, does the baby security checkpoint have precheck?

I'm not sure. If it doesn't, just exit out into the main terminal then walk about 10 steps to Checkpoint 1 which does.
