SAA won't reply!

SAA won't reply!
Back in October 2012...my golf bag went missing 5 days on a SAX operated flight, with a connecting SA flight...and SA ticket all the way to Congo.
In March 2013...items were stolen in my bag...who also went missing for days on flights with SAA.
I have tried to have a simple claim process....without even being a big claim, SAA is not replying to emails. They stole, the don't deliver bags on 5 out of 6 of my last round-trips with them...they break all IATA rules, and they simply don't care!
What I find even more ridiculous is that I fly more than 50,000 miles with them over the last year...the total claim is for less than 300usd....and they don't care.
Imagine, not even a reply from customer care service. If somebody has any idea, they are welcome! Do you know how I could file a complain with IATA?
