DONE4: Moscow DME-SVO surface sector?
Sorry if this has been covered, I searched all over and couldn't find the answer...
For the purposes of the 16 sector e-ticket limit, is flying into DME and out of SVO considered a surface sector and therefore counted against the 16?
For reference, I'm considering ...-LHR-DME,SVO-HEL-...

Given the NY and Lon airports are surface sectors, am pretty sure you will have the same problem in Moscow, unless of course you can get a MOW (all city airports) code on the itin

It will most probably count against your total 20 segments (or 16 in the future) but not against your limit of European flights.
