You are right, I phrased my comment badly, so I take it back, with my apologies. What I meant as a general rethorical question came out as something directed to your posts in particular. I started on this thread seeing it as a simple thing: OP wants to go from Circ to Done > check rules > rules say Ok > post accordingly and leave it at that. Then it got muddy, and I became confused at what I perceived as confusion; sorry about that.

The upside is that we now all agree the OP is good to go with the conversion, despite the detours we took to get to that point.

So the OP would make a change from DCIR26 to DONE4 and only pay the difference in the 2 fares. Correct? I'm confused about the expression 'non-refundable' in the rules. Does that mean the OP takes a 10% loss since a US-based ticket incurs those cancellation fees plus pay the difference?

I take it to mean that the original fare is non-refundable, and it stays non-refundable after the change. I also take it to mean there is no penalty; in other words, the only amount payable would be the difference between the two published fares plus, I suspect, an adjustment for taxes and fuel surcharges, if any, like any other reissue.

I speak from experience here

A Cir Pac CAN BE CONVERTED to DONE3 or above, and can even be converted back down to a Cir Pac

Have done this before, and when their is an upsell there was no penalty, but if moving down from a DONE4 (which almost all RTW fares will be more than Cir Pac's) to a DCIR22 or DCIR26 the cancellation fee of 10% was applied

All RTW's are refundable less a penalty prior to departure, despite what the endorsement says

The next post I add on this subject of RTW's will blow you away

Not exactly true. All xonex's all fully refundable prior to departure when canceled prior to the ticketing deadline. After the ticketing deadline only xonex's purchased in TC 1 have a 10 percent penalty. Local offices are of course allowed to impose a service fee.
