The xGLOB* "VOLUNTARY REBOOKING/REROUTING" increases to US$125/AU$170 from 1st September. There is more about that in the thread linked below.
Also, in this thread ropmot141 has posted a link about xONEx rule changes, coming inte effect yesterday.
Here is that post: Looks like xONEx changes too. This indicates changes to Oz routings, Japan Pricing and rebooking/rerouting conditions.
Also indicated are changes to the penalty fee for rerouting. I have not been able to find what they are. Based on the xGLOB* change, I would hazard a guess this has increased to US$125 as well.
Does anyone have further information on this? (I'm also interested in chages to Oz routings for that matter).

Yes they have. Also for Circle Trip tickets, for which (only) the first change is now free of charge, strangely. Note also that the restrictions in Australia have increased - capturing the MEL-PER and BME flights which previously weren't on the restricted list. Here is this advice issued to TAs by CX:

As much I would want it to stay at $75, in comparison to other re-issue fees, it was under priced. $125 better reflects the amount of work that goes into a reissue.

The $125 is probably fair UNTIL you think about the AU$75 that QF is going to add on as their "agency" fee to make the changes.
The inclusion of MEL-PER in the restricted fare will be painful, but Adelaide does have a new terminal opening. (My current xONEx had MEL-PER, PER-MEL, PER-MEL, PER-SYD) Perhaps also why QF haven't added a PER-AKL flight to compete with AirNewZealand's daily non-stop. Might be too useful for the various OW fares..... especially for tickets purchased in SEAsia.
Surprised they didn't include PER-DRW in the restrictions as it is further than PER-MEL
Your opinions probably vary.

New Rules
From a post by Christep
I have just updated my site at http://www.christen.demon.co.uk/CXRule/ with the latest version of the OneWorld ONE, GLOB, CircleTrip and CTP rules (and pricing) as published by CX for ticketing in Hong Kong, in Excel format. Note that the CTP version is from June 05 - I expect that a new one is imminent with an increased reissue fee.

I am still waiting for confirmation of ticketing for my 2300 QF SC's DONE4(money paid, go ahead given). In it I have MEL-PER-CNS-MEL which is no longer valid.
I have researched alternatives, MEL-PER-DRW-MEL has same SC's but flight times are shtty. MEL-DRW-CNS-MEL has 20 less SC's but times are better.
I am waiting for a nix and if it happens I already have an alternate DRW CNS route picked out.
Both give less frequent flyer points.

Currently helping my folks put together a DONE4. They were originally going to fly from Africa to SYD and then do SYD-BME-SYD.
If I understand these rules correctly, they will not be able to fly nonstop both ways to/from Broome. Is that correct?
If so,

But, in theory, one could do SYD-BME and then BME-ASP-SYD on the return, right?

Stinky changes, but I suppose that goes without saying.
One question. On exception A, it says there is an exception to Joburg, Beijing, Shanghai, and "BOW". Where is BOW? According to IATA, it's somewhere in Florida. Any ideas of what city they are trying to refer to? Maybe Mumbai and they put BOW instead of BOM? (careless if so).
