Thanks.
You are right about avoiding QF due to high YR/YR and bad call center agents!
On the tools, I CAN NOT get it to price due to (before even putting in flight selection and dates) red flag of "More than 2 stops in continent of origin is not allowed". I knew that.
My last resort is to call AA with an EF validated itinerary and see if AA can PRICE it and TICKET it. I was wondering if anyone here had success with AA on an ex-CAI itinerary.

But the last time I priced an ex-CAI, the YQ / YR was quite a bit higher than ex-TYO so even with the much lower base price the actual total difference was negligible, especially after positioning to CAI for it.

Great stuff folks thank you. But in the scheme of things, spending a lot of time trying to avoid those surcharges may be beyond my ability at this point. And I don't have a travel agent (never found them to know more than me). I think I am just going to have to suck it up. At least now I know what's causing it.

Japan sadly lifted or mostly lifted their restriction on fuel surcharges and both JL and NH have gone back to fairly substantial ones now on normal tickets (as has AA and I'm sure many others).
AA apparently won't ticket ex-CAI anymore either. Options are fairly limited for the time being. I'd honestly go with @earnestnywang's suggestion of looking for a Sabre agent that can ticket on QR stock.

Anyone knows of such an agent, please PM me.
TIA.
