Does CX have a veto power?

It is rumored that China Southern Airlines will join OW after withdrawing from ST. But Hong Kong and Guangzhou are too close, and China Southern is the largest airline in Asia. Cathay Pacific is certainly not willing to compete with China Southern Airlines.
So, is there a clear clause that Cathay has the right to refuse to accept China Southerns veto? not just oppose.

Yes, the four remaining founding members can veto.
