OneWorld Explorer Baggage Allowance?
I often travel on OWE F tickets. Sometimes the entire ticket shows 3 PC baggage allowance. Sometimes the entire ticket shows 2 PC.
I can't figure out the logistic of when it is 3 vs 2 pieces.

The OWE fare rules state
As an F passenger, you will generally receive more than this allowance from individual airlines.
This would still apply on any segments that don't have an F cabin, as you would then travel in J and the J baggage allowance is typically more than the OWE rule allows.
I have no idea why your tickets have sometimes shown 3 pieces for the entire trip.

When US is involved, the rule used by the first marketing carrier should apply to the entire journey. Therefore, if the first marketing carrier allows 3PC for F pax, it will be 3PC all the way for an AONEx.

Some issuing carriers will apply the most generous allowance from any one sector across all sectors on the ticket.
