Which one is the best?
I will be emigrating from the UK to Perth later this year and am looking to register from a frequent flyer program... I'm flying Qantas but want to know which of the oneworld ff members would be best for me to join.
I noticed that Qantas charges for residents of Australia, so I didn't know whether that would eventually include me?

Join QFF outside Aust. You will save the GST (goods & service tax)
Have you in a Oneworld FF program now?
QF is a good as any of the others, especially if you will be trevelling on QF. Perth is a long way from every where so the miles will add up.

I'm not in any FF programs at the moment, although I was torn between BA and QFF. I didn't know whether any had better status or partners, and whether it worth considering AA or CP?
Is the fee for QFF a one off payment, or is it an ongoing charge?

Qantas only charges a one off fee for joining their Frequent Flyer program, and if you're joining from the UK then there's no fee as far as I'm aware. They dropped the annual charges a couple of years ago.
As for joining BA, my understanding is that the program isn't as generous unless you buy your tickets up the front of the plane. Plus they've killed off their program for memebers in the South West Pacific and advised them to join up to Qantas FF program anyway, so seems like it would be a better choice if you'll be moving out this way.

Join QF FF from the UK. As noted BA are moving all us SoPac members to QF currently anyway. You could keep BA EC if you can maintain a UK or Euro address but the QF FF is more generous than the new BA terms in any case. Only other consideration to join BA would be if you fly a lot with them and want to take advantage of online or telephone check-in , or are purchasing high revenue fares for status.

There is no charger to register with QF ex-UK. QF seems to have better hire car-miles rates of the OW carriers.
