XONEX rule change - same city pair?

I seem to recall on a DONE4 you can do the same city pair twice as long as u don't break the other rules eg us transcont, Europe - ME/Russia, Specific Aust routes etc...
However my agent just told me I can't do the following:
jFK-MIa-dfw-JFK-Mia

Nope. It's been that way for quite some time. Can't do the same city pair twice in the same direction.
SYD-MEL-BNE-SYD-BNE is fine, BNE-MEL-SYD-BNE-MEL isn't.

xONEx fare rules
2 (i) The same city pairs/sectors cannot be flown more than once in the same direction

The same city pairs same direction rule has been around at least since 2001

Incorrect for XONEX.
XONEWCX has this city pair restriction since its inception.
IMHO, this restriction were introduced because XONEWCX didn't have the upper limit of the number of segments at that time.
I got over 20 segments DONEWC3 issued at that era.

For XONEX, I included HKG-NRT-HKG-NRT-HKG in my DONE3 in 2009.
Therefore, this city pair restriction has been introduced after that for XONEX.

You are of course correct, I must have been thinking of global explorer which has had this provision for many years before oneworld explorers. I included more than one NRT-HKG in each direction a number of times since 2001. Appears that the change to xonex occurred in 2010. See this post:
