Since the poster was referring to the AA agent mentioning it, I was presuming that the AA agent was referring to the AA mileage upgrade rules rather than BA's mileage upgrade rules
AA says there is such a rule and refuses to upgrade BA segments on RTW tickets. BAEC also says there is such a rule and refused to upgrade a BA segment using Avios. The AA RTW agent seems to feel this applies to all carriers' segments aside from AA segments.

As I said there was such a rule with upgrading BA sectors with AA points such that OW ATW fares were explicitly excluded ; I cannot find it published now tho

If CX will not reissue the ticket for you for the upgrade , then you are likely to be out of luck methinks. If you can get CX to take it over and reissue, then you will be fine however you may be up for any CX carrier surcharges

The deletion of that language from the web pages describing upgrading BA flights is what lead me to believe it was now possible. AA RTW and BAEC seem to feel there still is such a rule. It seems to me that the deletion is more likely than not significant, but of course what I think makes no difference.

AA RTW says they are now fine taking over the reservation and reissuing. In the past, I'd run into situations where an itinerary was originally booked in another GDS and hence AA couldn't see all flights, and so couldn't take it over, but I'd asked about it more recently (unrelated to the CX upgrade question) and was told they'd do so.

It will be hard for MPO / AM to do that. Retrospectively, CX Reservation might be able to re-issue, and MPO / AM will then be able to issue the UG.

Even if AA can't see all the FLTs, they can surely see all the E-TKT images.

Sure, but then they have to rebuild the itinerary by adding the invisible sectors as Long Sell or something, which can result in further problems down the line. That's what happened to me a few years ago, but as I said, the AA RTW desk seems more confident now.
