Whether that rule has been removed I am not sure, but when AA 1st introduced mileage upgrades on BA, ATW tickets were explicitly prohibited and I do remember seeing the wording in some AA pages.
I agree that it does not appear to be published now which is why I did post as I did
Since the poster was referring to the AA agent mentioning it, I was presuming that the AA agent was referring to the AA mileage upgrade rules rather than BA's mileage upgrade rules

CX/AM seem unable or unwilling to do so.

Similar problems can occur when trying to upgrade an AA flight using AA miles where a ticket is issued by another carrier; unless AA can reissue the ticket the upgrade may not be possible

AA RTW says they are now fine taking over the reservation and reissuing. In the past, I'd run into situations where an itinerary was originally booked in another GDS and hence AA couldn't see all flights, and so couldn't take it over, but I'd asked about it more recently (unrelated to the CX upgrade question) and was told they'd do so.

Sure, but then they have to rebuild the itinerary by adding the invisible sectors as Long Sell or something, which can result in further problems down the line. That's what happened to me a few years ago, but as I said, the AA RTW desk seems more confident now.
