WP miles awarded when using ECV?
Is flight miles still awarded into WP account when I used ECV for purchase of airline ticket?
I didn't use it for free ticket. I paid the remaining balance.

yes you can get miles when using a ECV. The ECV basically is a discount coupon that you can use to pay off the balance of your ticket...so there's no reason why you wouldn't be able to get miles
if you are traveling on an award ticket...then no miles would be earned obviously.

There are two types of bump vouchers. One is for a free flight (I'm not sure if they are called ECV because I would never take this option). The free flight one does not receive points. The dollar off ones just reduces the amount to pay for a ticket but the fare is just as if you paid cash and all benfits, like points, are the same for that ticket.

The free ticket needs availability from W class which is the same as a regular WP reward ticket. I always take the $$$ value - except one time they only offered $150 or a free ticket. I took the free ticket and used it for a trip from PIT to RAP (I always wanted to see Mt Rushmore & Crazy Horse) which at the time was something like a $500 ticket!! PLUS - the dollar amount can be used toward a ticket to anywhere in the world - not just US48 and Canada.

How do I know whether it is a free ticket voucher or the dollar off voucher?
The one I used was $100 off. So it was the dollar off voucher, isn't it?
Also if I have $150 off voucher and purchase a ticket at $100, will it be a free ticket instead of the dollar off voucher? Then, I can't get miles?

ECVs retain their excess value until used or expired, so in that case you would get miles and retain the balance for another ticket. Most of the free ticket vouchers have a value of $250 towards ticket(s) and earn miles when used that way, except for those nasty ones that book into K and earn no miles and supposedly aren't upgradeable.
"K" fare tickets do earn miles + elite bonus miles and status miles. I can also assure you a platinum member gets complimentary upgrades, if avail, on these fares. Probably Gold and Silver as well.
I'm not sure but I think the excess ECV value needs to be used by the second ticket. For example, $500 ECV buys $200 tickets has $300 left. If the next ticket is less than $300 the remaining is lost. I've never had this happen but I seem to remember reading that rule.. I surely could be wrong on this one.

I never have questioned another post but in this case I think a correction is in order.

Purchased K fares most certainly earn full EQM, RDM, and normal Elite RDM bonuses and are upgradeable ("domestic"). If this weren't the case I wouldn't be SE and wouldn't get the UG%s that I do. These have a specific code and say on them they book into K and don't earn miles.

I underlined the key restrictions in the Other Discount section: Can't earn WorldPerks miles, and "WP ELITE CARE AND ELITE COMPANION UPGRADES" are also not permitted.
I called WP to find out what "WP ELITE CARE" meant, and the agent said she thought it probably meant no EUAs and no mileage upgrades, and that she didn't get the full fare rules to look at, but apparently she had something more concise/clear, which said that yeah, EUAs aren't permitted. She did, however, say that if there was space available, there was always the chance they'd upgrade me at the airport anyway.
Anyway, at the very least, I got a $300-or-so K-bucket transcon for $10, so the DB410 was useful. And as I said somewhere else, I shouldn't need any miles for it to put me over the 120K EEP threshold.
Once I've traveled, I will report back on how the KFREE/DB410 flights show up (if they show up at all) in my WorldPerks account summary, and things like that.
