Navigating JFK
I am arriving at JFK from AMS (on Delta) in terminal 4 (B38) and my daughter is arriving in terminal 1 (gate 1, I think) from FRA (on LH) 30 minutes later. Would I be permitted to go from terminal 4 to terminal 1 to meet up with her before passing through CBP/Customs?

No - each terminal at JFK is stand-alone with its own CBP/Customs clearance facilities. So, upon exiting your AMS flight, you will be in the secure T4 transit arrival floor that empties into CBP/Customs. You will need to clear and enter the US, retrieve any checked luggage, and then exit the terminal. T1 and T4 International post-arrival meet-ups are only possible curbside, a good place would be the arrivals hall of T1 or the AirTrain station of T1 (you will need to take the AirTrain to get from T4 to T1.

Side note: even if OP were making a direct connection between flts. in T4 he would still have to clear customs and reenter the secured area after TSA screening.

Take the airtrain that only travels between terminals in reverse order T1 is just the 2nd stop from T4 there is no T3. The other train that goes to Jamaica or Howard Beach won't get to T1 anytime soon traveling to their named end points and back first.
