Minimum miles or specials airline ff program?

I am re posting this due to typos and lack of enough info on prior post:
If one is thinking about using ff miles mainly from Ca to Europe or Argentina, which airline program one should collect miles in. Also thinking about specials on award flights( like Delta had last year for only 25,000 miles to Buenos Aires). For example: ETrade has promo program where you could choose either Delta, NW or United.

Well, United and ETrade are parting ways in a couple of days (12/31/2003) so you may not have that option any longer. Otherwise, I personally prefer UA, but I don't fly from Ca, so don't know how the service is from there. You might do some reading in the forums devoted to each of the programs you are considering.
