Question 30-minute rule at DCA

So has anyone else been on a flight recently where the pilots enforced the 30-minute (must be in your seats) rule while flying into or out of Reagan National Airport? TSA abolished that rule a year or so ago, but some pilots seem to still be enforcing it.
