Not sure but a phone call would help. I just called costco to confirm that if someone is not a costco member, can he/she go into Costco to use the card. she said "yes", stop at Costco membership for 'One day Pass" and if person can't spend the whole amount in one day, come back at another time for another one day pass. There is no expiration date on card and you can call the 1 800 number to activate it.
I bought 5 - $100 for myself.

Yes, I have used my Costco cash cards at the gas station, and the automated gas pumps don't ask for membership number or anything else. The cash card alone does the trick.

They just canceled my trial purchase of $25 gc.
You don't have to be a Costco member to get buy their GC online. You can use the GC to enter Costco without showing the membership card. The downside to use GC is that you don't have purchase protection and extended warranty provided by Amex.
For big spenders, Costco has the "black" card - Executive Membership that returns 2% on purchases made through cashier (online purchase and gas are excluded). It costs $100 ($50 more than the regular membership) but has the potential to put money back to your pocket.

do any of the shopping portal offer any kind of cashback/points/miles for costco online? I SEEM to remember there was one email from MyPoints that offered points for buying something from costco but I can't seem to find anything for costco right now.

You best payoff is to use a points earning card like the Starwood AMEX and purchase an AMEX gift card through Big Crumbs using the link in my signature. You would earn the points from Starwood for buying the gift card AND get 1.6% cash back from Big Crumbs. Then use the AMEX gift card at Costco online or at the Costco store, or any other store. Points plus 1.6% cash.
As an executive member you would get an additional 2% cash back up to their annual cap.

"You must be a Costco member to purchase or reload Costco Cash Cards. Members and non-members may use the cash cards to shop at any Costco locaton in the United States, Puerto Rico or on costco.com.:

To address a question above.
Many places like Mypoints do offer points for the purchase of costco memberships but not the purchase of items from costco.
