American Airlines has sent out a batch of emails offering customers two options. None of which earns miles and does not address DOT's old guidelines.

We have yet to here from DOT.

Here is a copy of the letter:

Thank you for your patience in our responding to your complaint regarding the cancellation of a reservation for travel to China which you placed on hold earlier this year.

The reservation you placed on hold was for an extremely low fare offered by American in error, and the mistaken fare was offered for only a few hours. Because the fare was offered in error, we cancelled those reservations, such as yours, that had been made but not ticketed.

In our view, given the fact that the fares American offered for China travel in those few hours were so low that it was obvious they were offered in error (a fact widely acknowledged in the social media posts which prompted many of those who reserved the fares to do so), we were justified in cancelling those reservations that were made but not ticketed, and accordingly will not honor the fare associated with your cancelled reservation. However, we will offer to you two options for reduced rate travel to China, one for business class and one for coach class. The two options are as follows:

Option A – Business Class: We offer you a $1,500 discount on any roundtrip business cabin fare to Shanghai or Beijing.
  • Reservation must be booked by AA and operated entirely by AA (including AA’s regional partners).
  • Travel may not be upgraded, by upgrade certificate, AAdvantage status, or any other means, to a higher class of service.
  • Travel will not be eligible to earn AAdvantage miles or Elite Qualifying Miles or points, and will not count as Elite Qualifying segments in the AAdvantage program.
  • Travel may be ticketed immediately and must be completed within one year of the date of this letter.
  • Travel to PEK or PVG should originate and end in the same U.S. airport(s) as in the original PNR with the same passenger(s) (or subset of passengers) traveling as were listed in the cancelled PNR.
  • Must be ticketed within six weeks of the date of this letter.

Option B – Main Cabin: We offer you the opportunity to receive a $0 fare basis main cabin fare to Shanghai or Beijing, subject to taxes and fees of approximately $450 (varies slightly by routing)..
  • Reservation must be booked by AA for any Q or O class fare to PEK or PVG, and operated entirely by AA (including AA’s regional partners).
  • Travel may not be upgraded, by upgrade certificate, AAdvantage status, or any other means, to a higher class of service.
  • Travel will not be eligible to earn AAdvantage miles or Elite Qualifying Miles or points, and will not count as Elite Qualifying segments in the AAdvantage program.
  • This offer is subject to Q or O class inventory availability for travel outbound starting November 15, 2015.
  • Travel must be completed within one year of the date of this letter.
  • Travel to PEK or PVG should originate and end in the same U.S. airport(s) as in the original PNR with the same passenger(s) (or subset of passengers) traveling as were listed in the cancelled PNR.
  • Must be ticketed within six weeks of the date of this letter.

Everytime I see a post on this thread I get excited. I actually am holding out hope that the holds will eventually be honored.

Seeing as my hold was only ~$700 R/T from DCA and I'd have to position to there, I'd be OK if its honored but would actually prefer compensation/discount instead

Here’s the current status,



1 – The 24-hour hold rule (14CFR 259.5(b)(4)) is under investigation and our conclusion will be made public once it is finalized. Until such time, we are unable to disclose any further information.



2 – Response to consumer complaints ( 14 CFR 259.7 (C )) is under review and a determination will be made after the substantive issue is resolved.



Again, with confidence, I can assure you the appropriate regulatory staff with the necessary legal authority is working on resolving these matters and the public will be notified when the information is available.

Thanks for the update. They sure are taking a long time "investigating". My Senator's office just got back to me saying they'll look into the unusually delayed response.

As disappointing as AA's lack of accountability and lack of customer service has been with this issue, the DOT's complete lack of oversight and response to the complaint which clearly violated DOT rules is really unacceptable. I'm sure AA had some lobbyists pay off some higher up in order to sweep this under the rug. I only hope the DOT grows a spine and makes the situation right.

IMO it's not clear whether AA violated a rule by cancelling the holds. But it's very clear that they violated a rule in not responding within 60 days (we're past 120 now I believe).

sbrewer has some posts about this. If you read one of the latter posts, there's a clear possibility the holds are not guaranteed by DOT rulea.

Initially, I was perplexed by the desire of many posters here to even care about pinning down aa on its mistake, and subsequent actions (i.e. I was thinking senseless fter greed).

However, I've now changed my tune:

1. If the 24 hour hold has no spine at all, aa should switch to the 24 hour cancel policy
2. If the 24 hour hold policy did not make (specific) provisions for "mistake" fares, aa should honor all fares that it provides via its own channels
3. In light of the lengthiness of the investigation, my gut tells me that aa lobbiests/lawyers are in the process of creating a winning hand for themselves
4. At the very least, I think you guys have aa nailed wrt the 60 day response rule
5. Let's just wait and see how this plays out (as a US citizen, I have a vested interest in keeping our government agencies in check)

So what exactly is the consequence of AA violating the 60 day response rule? Is it at the "discretion" of the DOT?

Apparently there is no consequence for violating the 60 day rule. It's been a long time since my complaint with nothing happening.

AA probably pays for dinner and other entertainment every week when they meet with the DOT about the violation.
