From your point of origin, the airline staff will treat your end destination as Dubai and apply those visa & covid requirements (instead of as a transit point).
You also need to consider how much time is between flights, PCR testing on arrival (if applicable), arrival & departure terminals and how to get across. If planned properly, it can be done - no issues.

My concern is not about connection time and whether I have visa or not. I want to know if the transfer desks for other airlines are open and will allow transiting pax to collect their bp for their connection flight at this pandemic time. Assuming I have no problem with my first flight to DXB. My final destination, which is my connecting flight, is my home country and I don't need any entry permit or whatsoever.

You could remove all risk by breaking your journey in Dubai, or Doha (you refer to both airports in your multiple posts). An overnight in either Dubai or Doha need not cost an arm and a leg: the HIX at DXB is around $70. You might assess that cost against the cost of your airside transfer failing.

With self-transit you won't go through the transfer desk. Instead, you will "leave" the airport and pick up your luggage. Then re-check your luggage into your next flight as if you're leaving from DXB.
