As this is not a Budget Travel question and we have a dedicated DC / Baltimore forum I'm moving the thread there. Hopefully you'll get some answers there.
And while I just picked up my rental car at BWI, I know that there is light rail there (took it before and saw this a.m.) that connects to rail to DC and its subway. Not sure if you can go directly to DC from the airport, but I'm sure locals or more frequent visitors will let us know.

no lite rail. goes to balt. no metro stop in gtown.
bus to greenbelt, metro to mt. vernon sq, circulator to gtown is probably least expensive. and a decent option.
train to union station, circulator to gtown.
taxi is $60-70, probably.

In a little more detail ...
B30 Bus from BWI to Greenbelt metro station.
At Greenbelt, hop on the metro. Transfer to the Red Line. Exit at Farragut North metro. Take the Circulator to Georgetown.

This is the best, IMO. Poster forgot to mention that you have to take a bus from the baggage claim to the BWI train station. From there, you go to Union Station in DC and transfer to the metro. Closest stop to G'town is Foggy Bottom. Depending on how weighted down she is, it is a 3-5 block walk to the begining of G'town from there.

Just wanted to add that the MARC trains ($6 to Union Station) run only
on weekdays; Amtrak is 3-4x that.
slawecki and WASLBR have given the cheapest way. Remember to get
a paper transfer from the B30 driver (Smart Cards have the transfer
programmed in).

So is Amtrak the only way on the weekend? My son is going to be in DC for his junior year of high school and we are looking at ways to get him home for some weekends. BWI fares are much cheaper, but more complicated on the ground. DCA is easiest as he is living on Capitol Hill, but fewer flight choices. He's a great traveler and intrepid about glitches, but with so little time off, we do want to mimimize his travel time to give him maximum time at home.
So in instances where BWI is the flight option, walk to Union Station, MARC to BWI on Friday, Amtrak to Union Station on Sunday?
