New traffic pattern at Dulles Customs
In preparation for APC installation at both IAD CBP facilities, the Citizens/Visitors lines will swap locations. The swap will take place on Tuesday, 9/16, in the CBP facility in the Terminal Building. The swap will take place the following day in the CBP facility in the C Concourse.
This will not affect the GE kiosk locations.

arrived yesterday on nh002, about 11:00 am. very short people mover drive. only about 20 people to c&I. the other 300 transferred. very nice new facility. processing took 2-5 min for each person???? we were 3rd in line, and took a full 10 min to get to us. the 2 in front of us were quizzed, photographed, and fingerprinted.
when we left 20 min later, the boys in 3 blue were still playing agent. i have no idea what took so long. we were sent through in less than 60 sec, as the guy could see that we were well seasoned travelers.

About the only shorter Mobile Lounge trip to IAB is for the LH, OS, SN flights which are about 15 seconds closer to IAB.
Presumably you were on the US Citizen line, so your processing is very fast. The folks in front of you might have been diplomats (A or G visa) - they have access to the US Citizens line, but their processing still involves questions, pictures and fingerprints.
