Personally I love the Pozole at El Sinaloense on the Costera, near Glorieta de la Diana. Not a fancy restaurant, but the Pozole is excellent.
El Fogon and El Cabrito get honorable mentions.

Definitely El Cabrito, on the Costera, near CiCi water park. Great chicken mole, terrific. Also, very good ceviche and, if you like goat, that's the specialty, though the mole is way better. Very casual and no AC. Worthwhile. Look at Sirocco, further downtown, on the beach, on the Costera. Mostly Spanish food but they have an outstanding gambas al ajillo, shrimp in garlic sauce, served in small sizzling cazuelas. As good as I've had in Spain. Also, Madeiras, near Las Brisas, has reopened with a new chef and menu and that is definitely worth a visit. Unfortunately, most of the upscale food in ACA just isn't that good. Stick with simpler and more Mexican dishes.
