I know I'm new, but I do care seeing that someone got a PM because it lets me know not to waste my time PMing the requestor an offer to refer. The only other way to avoid repeating after another's referral is for the original requestor to delete their post or edit it to say "signed up, thanks!"

You aren't wasting your time. People requesting referrals get multiple offers -- every time -- and get to choose which one to accept. There is no first-come, first-served rule here.

From what I have seen, within 5 minutes of a request, the poster has already gotten a fairly large number of replies. Although there is no "first come, first served" rule, it is fairly safe to assume that 10 minutes after the message timestamp, you will be so far down the list that you don't have a measurable chance of getting a response. This isn't your typical "you snooze, you lose", here if you blink you are probably behind the crowd.
