Signing up to buy $1000 visa/mc gift cards
You can buy the $1000 cards on Simon's volume site. Their regular site only sells $500 cards.
If you're new, or haven't bought anything in a year, you need to register at https://www.simon.com/volume/register-consumer
As part of the registration process, you will have to go to a brick and mortar mall and buy at least $3000 in cards in person, as well as filling out some paperwork while there. After that, you can do everything online.
As of Nov 2020, Simon Mall Gift cards will only work for $99/swipe for money services at Walmart and many grocery chains.
$1000 gift cards are available indefinitely.

I must be missing something obvious. Just received $1K Incomm/Sutton GC from Simon purchased online (cards begin with 4118-01). The instructions and cards say that a 4-digit PIN gets set on first use. However, when I go to use these things for regular online purchases, sites (e.g., eBay) insist on a 3-digit PIN. How can I set a 4-digit PIN when sites are only allowing 3-digits? If I take these to WM, do PINs matter there?

Our local Simon Mall office has $1000 gift cards but they are giving them only to corporate/business accounts. I am not sure if they have been misinformed about this new rule. I got $1000 gift cards from the same office last year without any issues.

Not sure if this is an interesting DP or not, but when I called my local Simon malls to find out who has GCs (about to do my initial purchase to get qualified for online) most places said "we haven't had gift cards for a couple years". Only one mall in my region has them and told me they can load a max of $500 per card.

I've been doing so for 10+ years without a hiccup. I pay my Chase cards from that account too, which a lot of people say is also a no-no. I do have a monthly transfer in to avoid the monthly fee and pretty much all the money goes out by bill pay, not withdrawals, may that helps?
