Wait for the next offer. They seem to come at least once a month lately.
Always add Safeway offers ASAP when you see them pop up because the best offers often do not stay in the app through the expiration date posted (unless you add the offer... of course, then it stays)...

$15 off two $100 visa cards and $10 off two $50 visa cards through 8/3. Be sure to add it a week before expiration by 7/27. Didn't show up in the app but was able to add it manually by logging in to the website.

You can't, there were DPs in reddit that it didn't work on variable load cards. It's been that way forever once they fixed the glitch.
