Implications of store refusing debit card?
Does anyone have any clue what the legal implications are of a store refusing a particular debit card?
Eg, welfare-mart kiosk has not worked with OV GC for months for me at multiple locations. Obviously a block to the particular card. It interests me that bluebird/etc is technically a bank since it is owned by AMEX. They are forced to follow some pretty strict rules that stores are not. It is obvious that this is in violation of the merchant agreement, however are there any potential legal implications for wmt/bluebird for refusal of a particular card that has the word debit on it?
No, don't go mad at welfare-mart and call your congressman, it will only make things worse.

Nothing more entertaining than watching self-entitled idiots demand that they have a constitutional right to MS (meanwhile violating all the agreements they have signed), claiming that CC merchant agreements requires every store to do whatever the hell an unwanted customer demands. Why do you assume that? I'm sure he was completely serious.
Clueless noobs read the blogs, they see photos of bloggers and their beautiful wives posing in Tahiti, and they think all they have to do is follow their advice and they can fly their own lovely wife in first class to a 5 star resort in French Polynesia for free if only they buy enough Vanilla reloads or Greendot cards. They come here and see people bragging and posting photos of their used cards shrinkwrapped on palettes. They go out and try to follow the circles and arrows.
Some of them get their rent money stuck in Greendot and are shocked, SHOCKED that they are not treated like a highly valued customer (see numerous recent posts). Others throw a tantrum at the register when a Walmart or CVS cashier refuses their demand, claiming they have a constitutional right to buy anything they want with a credit card, they lecture the store manager, they call the corporate HQ, they file a class action lawsuit (see the endless posts).
Lots of that going around these days.

The sneering that's going on here lately is not helpful. You folks aren't attorneys, aren't specialists in these legal aspects, and should have some humility when you spout your unsupported opinions as fact.
Wal-Mart sells Vanilla-brand debit cards which can be loaded up to $500 each. On the OUTSIDE of the card package is this: "This card may be used in the U. S. and District of Columbia everywhere Visa debit cards are accepted." Wal-Mart accepts Visa debit cards for billpays and money orders. It does not currently accept Vanilla-brand Visa debit cards, although it used to do so.
