Chronic WM BB Loading problems with MCs

What's the issuing bank of the ones that don't work?
I have bought several MasterCards over some time from office supply stores and have not had any issues.
Thanks for heads up.

Names of stores where duds were purchased would also be helpful

These are purchased at Sam's Club, I think. Not sure about the issuing bank

These were all bought at Sam's and the back of the card says issued by University National Bank.

Always have to call in to set PIN on every Mastercard I've ever bought.

Well thank you for your concern, but I did my due diligence and was prompted by both the website and phone line to select pin on first use
