Question on deferred spend
Apologies if it does not belong here.
I have a bank account in USD in another country with a debit card (MC). I would like to get dollars out of that bank account (not necessarily in cash). Is there a good way to "spend" dollars on something like a gift card in the US with the idea of slowly spending it on paying my cc bills or withdrawing cash once I am back to the States?
I can's just withdraw cash from an ATM abroad as I get local currency at bad rates. Finding a USD ATM would be ideal but there is none where I am now.
Any help is much appreciated!

I am in the UK, London. Bank is an Eastern European small bank, not very much known. The bank may be in trouble soon but so far allows me to spend my money using the debit card.
I guess my question really is - can you use a foreign debit card to "defer" spend in the US (or elsewhere but debited in USD) at a low cost.
A benchmark alternative for me is to just get cash from a UK ATM in pounds (it works) but the bank charges me 4% on top of the exchange rate.
I read many posts here and the conclusion I am reaching is that without physically being present in the US, there are no ways to do better.

The bank would not let me transfer money overseas. Not sure how pulling will work. I have accounts in US and UK banks.
I do have an address in the US. Which gift cards wound you recommend?
