Updated: Seems like this is available in AAA Mid-Atlantic offices (Delaware, Maryland, DC, parts of VA, PA, NJ). Called to confirm with one in PA, they are Visa GCs.

AAA might shut you down! Be aware.
 
I joined AAA specifically for this promotion. I called in to check if VGCs are available and confirmed the fee is waived in Nov and Dec. I bought total 6.5k in two transactions and today I was told that they are unable to sell GCs to me anymore. I went to two offices. The first one said the GC merchant does not allow them to sell to me. The gave me a number to call, which I did and the bank lady was puzzled as why they are involved. Obviously AAA is lying. The second office told me that maybe I have reached a limit. But the promotion never mentioned there is a limit. This is typical fish and switch trick, and it comes from a company as big as AAA. It is disappointing at least.

How can cancel my membership since the saving from GC fee does not cover the annual fee?

Which two locations did you go to? I have not had any problem purchasing these in similar quantities.

Why not give it a few days or a week and then try again?

The promo lasts until 12/31/2013, which is more than enough time to extract value from it. Keep in mind that this is likely a company that does not normally do a high volume of GC's. Any store (CVS, Safeway, etc.) can be spooked by large GC purchases. Spread it out a bit.

FWIW, I've done more than $6.5k already, so this is not a limit.

Just picked up 1 Visa GC from my local AAA. A few data pts:

1) Used BoA Virgin Atlantic, did not lower my CA limit and seems to be posted as a normal transaction
2) I'm in north central Florida...no problems here
3) Had a nice chat with the lady helping me. She says that her region (north central Florida) was recently "combined" with the region that is managed out of Michigan (I don't get it either, but we had a long chat about how her health insurance was now out of Michigan and significantly more expensive). Anyway, she mentioned that Tennessee and Georgia also fall under the same region as my location. Therefore, people in Tennessee and Georgia should be good to go as far as Visa GCs without fee.
4) The entire process took at least 5 minutes, and maybe closer to 10, for just a single GC (she was inputting things into the computer the entire time we talked including my address and phone #). I don't know others time frame when purchasing multiples, but it seems like if you are going to buy a bunch plan on being in AAA for a little while.
5) I used my gf's AAA card without any issues. My address would match the one on my gf's AAA card, but the phone # would not. So even with a different phone #, there was no issue.

If anyone else can confirm that the other major issuers (Chase, Citi, Amex, Barclays) are not being treated as CA.

No problems with BofA VS - normal transaction. I haven't seen anyone report having these post as a CA with any bank - check up-thread to confirm.

The time it takes the people in my local offices to process GC's is stunning. It makes the USPS office or the slowest WM cashier look efficient. Glad to hear I'm not the only one experiencing this.

It appears you may be on to something. After 3 trips, my fourth has been stifled. After asking for my driver's license, they pulled out an email that I could see said "MetaBank requested we not sell to the following..."

I would say that if that was going to be your last purchase anyway, then it was exactly the right amount, but if you were planning on more later, then it was too much.

Grrrrr. I hope this doesn't happen to me. I've hit this one hard and am planning to go back in early December to hit it hard again when my birds will be hungry. I've been very nice to the local staff, so I have no doubt they'll sell me more if they can. But if the block is coming from MetaBank, there may be nothing the staff can do.

How does MetaBank have your name?

Unless you actually registered the card, I don't see how MetaBank would know who you are.
