Because of the fear of fraud (perceived or real) the hood is probably the toughest place to use your credit card for GCs/Reloads.

I do not have any problem of availability or buying 10 cards at a time using credit cards in my area

It takes two consecutive days of a weekend to book full amounts for BB for two of us. No need to buy in advance like when it was 2 card limit a day.

I buy when my credit card cycle is complete and pay back all quickly less mortgage check amount.

Finally saw my first fellow VR buyer while buying for myself at CVS. However, person put $27 on it. And paid cash.

this must be why they keep selling them, the profit margin on this person is huge, i intend to be a cost of doing business for incomm as long as i can

Lol probably not a fellow FTer. I have yet to see anyone else purchase a VR but they are always somehow missing from the rack...

I purchase a vanilla reload card last Monday, the receipt showed 'PREPAID CARD ACTIVATION WILL OCCUR WITHIN 24 HOURS', however, after one days, loading the card still gave me an error 'An error system error was encountered, Please try again or try your reload via phone at 1-877-429-8140. (29)', I called Incomm immediately and after spending a week to investigated this, they told me the card was deactivated by CVS store the moment I purchased the card. I went back to CVS store this morning, they insisted they have activated the card and could do nothing about this.

Anyone had the same issue before? It seemed like my $500 money is lost somewhere, and both Incomm and CVS not willing to give it back to me

Do you have CVS receipt which has the last 4 digits of the card number that's activated? Always make sure that the cards you buy are activated and the last 4 digits match. Once I had a CVS employee pull a fast one on me by giving a non-activated card and putting activated card inside.

From the way you're describing the issue, Incomm never received the $$. So there isn't any way for them to refund something they didn't receive. That makes it a CVS issue. It appears that Incomm saw the 'transaction', and I make make a record of that, and have them send you an e-mail stating the facts, the way they saw them. If CVS won't correct it at the store level, then the regional CVS office is where the problem needs to be addressed. And by all means, you should immediately, contact your CC provider and file a complaint. They will investigate, it and put a hold on any funds that would be charged to you, until the issue is resolved.
As a side not, I can see why quite a few CVS just don't want to have the hassle of VRs, and just remove them from the racks.
You do have to wonder what the persons who buy these things with cash would do, or how it would be handled, by CVS or any other store that takes cash only.

if anyone buys these cash, I would guess it is probably for $100 or $200 max...

I got another load at my local CVS today.
You know... these things come 10 card per pack.
I have cleaned my store out within 3 days.

I wonder if the higher limits are a major factor to their absence...
At 1k/day they could get a few packs a week and still be okay.
Now 1 person can demolish a whole pack in a single visit
I've never seen more than 3-4 packs (30-40 cards) out on the racks before...
