The Rosewood Mayakoba I just noticed has a resort fee of a staggering 15% now. No, not $15, 15%! Is it really fair that if you are paying $$$ to stay in a higher tier room that you pay more for this "resort fee", considering that the services rendered are exactly the same?

The 15% is a service charge - not a resort fee. Very standard in Mexican resort properties. In lieu of tipping while on property (which is a whole other discussion as to the pros and cons of this)
