I'm looking at booking TLV-FRA-IAD next summer in J, with 1h45m connection at FRA. Is this a safe connection? I would arrive at 1130 on LH695 (A321) and depart at 1315 on LH418 (B748). We are United 1K's and would be traveling in J the whole way. Assume this would entail a B->Z or Z->Z connection? Thanks!

On recent days LH695 seems to have arrived at a C gate, a B gate or a bus gate (ANS). Whichever gate you arrive at you will have to clear transfer security (but no passport control/immigration). LH418 usually departs from a Z gate. Between B/C and Z you will have to take the Skyline train. As long as your incoming flight is not very late you should be able to make this connection. There will be priority security for J and F passengers.

Just to be clear at European airports (and many other countries) customs and passport control/immigration are quite separate. Arriving from the US (and any non-Schengen countries) you go through passport control in FRA to enter Schengen but Frankfurt to Rome is treated like a domestic flight.

Passport/Schengen Immigration in FRA, Customs in FCO.
Wrong!
As fassy has rightfully said, in order to switch to the Schengen gate area (where the flight the FCO departs from), all passengers have to pass through a customs checkpoints. You need to make a declaration about stuff in your hand baggage. It is not always manned, however, that depends on the time of the day. Again, Customs will check hand baggage if they have suspicions or if you have declared something there.

Of course, at FCO there will be a Customs checkpoint right after the baggage delivery belts.

As the USA is treated as a "clean" country in the EU you just have to do the immigration (passportcontrol), but no extra security screening.
After the immigration you are in the Schengenarea. And you will get your bags at your destination.

There is no "declaration" other than the "red" or "green" channel. If you go through green you implicitly declare "nothing to declare". They may stop you if they believe you should have declared something. The usual suspects are travellers with huge duty free bags or enormous amounts of hand luggage. In about 30 years and weekly travel through Frankfurt I have never ever been stopped.

I was stopped once in Terminal 1C. They first checked my passport ( Turkish ) and they have just asked some questions about my baggage ( what's in your bag, do you have any of these, etc... ) and then they have let me go.

Funny. I read this message minutes before stepping in YYZ-MUC-AGP but did it realize it would affect me when arriving in Europe. As indicated, we went through passport control in MUC as expected. There was a customs checkpoint (unmanned) presumably for hand luggage. In AGP the bags did not make it to the baggage belt for the MUC to AGP flight. As I looked at my kids’ faces trying to explain what 2 weeks at the beach without bathing suits was going to be like, I remembered this thread! I looked around and noticed the bags were in a segregated part of the baggage claim area with Spanish customs agents. We were asked where we were from (Canada was the answer) and they waived us through.

Ah, come on... this nitpicking about "clear hand-baggage customs" is mostly irrelevant since most people just want to know "do I need to pick up my bag at the connecting airport, clear through security and drop it off again". Which arriving in some connecting airport in the EU for a non-Schengen to Schengen transfer is not necessary as you have to clear customs with your bags (all of them, including the hand-baggage) when you arrive at the final destination.

The whole handbaggage declaration after passport control is non-sense as you cannot leave the airport to the Schengen-zone without passing by a customs checkpoint after the baggage claims area. (neither in the connection airport, nor in the final destination)

Absolutely agree that for 99% it is utterly irrelevant but as mentioned just above it can be useful for some. Maybe it helps if all of us who answer questions are mindful of this and better distinguish between the theory and practice?

It is not just irrelevant, it makes no sense.

Assuming, I arrive in FRA and connect to FCO. Then I clear my carry-on in FRA after passport control. Fine.

Then I pick up my checked bags and move the 10 boxes of Cuban cigars from my checked bag to my carry-on and walk out of the airport. When I’m stopped I tell the Italian customs officer “hey, fee free to check my checked luggage, but you can’t check my carry-on as that was cleared in FRA already”?

as said before, there is now way to exit a EU airport after an international arrival without passing a customs check-point therefore there is no need for a customs check after Schengen Immigration.
