My reservation is ticked via United. The reservation still shows these flights. Can I call United and change flights without any fees? Or do I wait till United informs me of the change?
Also I originally booked this ticket in Jan 2018 for travel in April 2018. I had to cancel and rebook it for Nov 2018. I paid $300 plus the fare difference. Will this prevent me from asking for a full refund?

You can certainly ask. Worst they will say is that they don't officially know about the cancellation at this time (and I don't know if LH actually did officially cancel this far out yet... it's quite possible someone will take over the BBJs and the contract by winter schedule).
If they do cancel, you should be eligible for full refund of new fare (so incl. fare difference), but I'm not sure about the change fee.

Per Expertflyer flights FRA-PNQ and PNQ-FRA on the dates specified are not cancelled but zeroed out in all booking classes. Flights still show operated by PrivatAir, though.

I would call UA and ask about the situation. I'm sure LH is currently trying to find a replacement operator for LH768 for the winter schedule.
In case they are open to change, I'd ask UA to change you to the ORD-DEL direct operated by Air India:

I mean they used to have a B787 and 5 (+5) CS100 on order!

I gave United a call. CSR was receptive and understood what had happened. She cancelled my ticket and forwarded my request for refund to the refund unit. She said I will get full refund including the change fee I paid. Now I have to wait 7 to 10 business days to receive it back on my credit card. I hope it comes through.
I found an option that might work for me:
TUL-DEN-FRA-BLR on United and BLR-PNQ on IndiGo with 4 hrs for connection in BLR
Return: PNQ-BLR on IndiaGo with 3.5 hrs connection in BLR then BLR-FRA-IAH-TUL
This prices me at $1135 plus $75 (for domestic legs BLR-PNQ, PNQ-BLR)
Much more affordable than other options
Connections via DEL would be better but DEL-PNQ cost is higher and the airport more tricky to navigate. International ticket cost is the same.
But I am trigger shy as I have not gotten my refund yet. Wait ..wait ..wait ..hope it comes through....tick tock..

I called United but their refunds department was closed. It is open 8-4. I received an email saying they had completed the refund process and listed the amount and credit card to which it was credited back. All looked good to me. Today the credit was posted on the credit card. Much relieved. Just needed to be patient I guess.
I booked TUL-IAH-FRA-BLR on United and BLR-PNQ on Indigo. Hopper app said to wait as prices could drop in next 4 weeks by another $100. I am traveling during peak festival season and didn't want to wait so I went ahead and bought the tickets. It came out cheaper than before and I got my change fee back.
From what I heard from friends, BLR transfer and connection times are not too bad and the process is fairly straight forward. I have 3.5 hrs connection at BLR both ways. Keeping my fingers crossed that it all works out.

I'm more interested in what exactly happened to Privatair. I would hate to see them vanish, I always thought their planes looked kinda cool and I wanted to at least once fly on them

Privatair was also sheduled tgo fly from DUS to EWR starting from August 2nd. (LH408, this route has now been cancelled)
Furthermore the route Frankfurt - Jeddah - Addis Abeba was also sheduled to be operated by Privatair. (LH flies this route themselves with A333/343 now)
But in the same report LH claims they want to continue the cooperation in the future and that this pause is only for the summer shedule. They claim this to be due to perational and commercial reasons.
Is it just me or does something not make sense here at all.
