If it's your first trip to Vegas you probably won't be spending much time in your room looking out the window.
That being said, I think the most spectacular views of the Strip are from the suites on the SE corner of the Augustus Tower at Caesars Palace. Those aren't in your price range, however. Also spectacular are the wrap-around north-facing suites at Manadalay Bay (and the Four Seasons). Also not in your price range.
There's actually a pretty view of the Strip from the Palms if you get one of the suites facing east.
I haven't been to Planet Hollywood recently but back when it was Aladdin they had some rooms with amazing views of the Strip and Bellagio fountains. Paris also has great views, but there's some kind of tower in the way.
Anyway, don't spend too much time in your room and just wander and take it all in.
