What does "백승철" mean when written next to food expiration date?

It's a person's name. The manufacturing date is 제조(일) and expiration date is 유통(기한). Sometimes you will see the stuff in parentheses in full, sometimes not.

I took a picture of the back of the packaging. I assume the date(2012) is the
manufacturing date? Still wondering why a person's name would be next to
that date. Perhaps it's the name of the person inspecting the product on

Yep, it seems to be the name of the inspector.
