May this be a rather awkward question and venture: I will have a one night layover at ICN and, during this time, would like to obtain a washlet, Toto, Samsung, Panasonic etc. Due to voltage, Korea seems to better place than Japan for that.

The question is where to get it around ICN or in Seoul (City Air Terminal - I would only go downtown if absolutely necessary.) that is easily accessible - my time is very limited, arriving at around 5 pm, leaving at 2 pm.
A random bing or google search wasn't very helpful.

I believe there is a H-Mart or Lotte Mart near the airport, about 2-3 miles away. You can probably have taxi driver take you there.

Though they might not like the short fare, when they are expecting to drive into Seoul. You could take the commuter train, and it'll be much cheaper.

I recommend getting a Novita. Toto and panasonics aren't readily available in the normal places like Lotte mart or HiMart.

There is a Lotte Mart at Unseo station. Unseo is maybe 2 or 3 stops from Incheon airport with a travel time of maybe 5 minutes? It is true that the brands they may not carry Toto and/or Panasonic but they will have something similar.

What are your plans regarding luggage or lodging for the night? Are you staying at ICN or heading into town?

How to get there: Take the Airport Commuter Line located on B1 of the airport. You will have to walk a few minutes to get there. Make sure it is the Commuter line (on left side of area) as the Express line goes to Seoul station nonstop. Exit at Unseo station. You can only walk out of the station in one direction. First street you see turn left. Walk down the street and you will see Lotte Mart on your right side. Can't miss it. Big building by itself.

Lotte Mart is like Super Walmart in Korea, they sell everything. Electronic selections will not be like Best Buy, however they'll carry most of the popular ones and you won't need to haggle over the price.

I eventually booked an earlier flight into ICN (cheaper business fare), arriving before noon, then heading into to the city (City Air Terminal). From there, I will make a trip to a Lotte or similar - the hotel may have recommendations in close vicinity as well.

Yes, I do not want to haggle, but just go into a store and buy it fix price.

Good question. Generally, I don't think electronics are any cheaper in Korea compared to other countries.

That depends on what countries you compare and the forex rate.
Discussed washlet is half price compared to China/Japan and just a quater compared to Europe.
Furthermore, KRW tends to be weak enough (to EUR) right now to make some things bargains. Nonetheless, it certainly depends on what you're considering to buy.

BTW, the end of the story is that it was impossible to buy a washlet on the spot. Even in Lotte Marts or at Samsung Shops these things are to order only (which warrants the question why there are brick-and-mortar stores at all anymore).

Are you sure it was 'order only'? It also may have been the model you were trying to buy. When you buy a nicer one, they usually send someone to your house to install it for you. It may have been lost in translation, as I have been personally able to carry one away from a Lotte Mart before.

I went to several stores (Lotte, HiMart, Samsung, LG, and another one in Lotte World - the concierge at my hotel must have thought I'm crazy...). All conversation ended with "just give me any, any model. I take any model as long as I can carry it out right now". Yet there was no chance to buy one on the spot ("goods are in our warehouse"), but delivery "tomorrow".
So I don't think it was lost in translation
Next attempt tomorrow, three nights in Seoul - just to be on the safe side...

Maybe you can have it delivered to the hotel? Or maybe you can ask the concierge to pick one up for you? Makes me wonder if they should stock this item at the duty free stores at ICN.

Go to Homeplus, its like a Walmart. They usually have piles of the lower-end ones in their electronics section. Tell me where you are staying, and I'll tell you how to get to the closest branch.
