Yes, you can earn miles on CO/VS codeshares into London Heathrow as CO does not fly there- at least that is how I got my miles IAD-LHR. CO was giving some excuse to NOT give me miles based on my one way flight as it is not roundtrip (incorrect answer) but KLM card was accepted.
