Airline JetBlue is urging the U.S. Department of Transport to ban KLM from New York’s JFK airport if JetBlue can no longer fly to and from Schiphol. In a new letter, JetBlue specifically calls for a full ban on KLM flying to and from JFK, John F. Kennedy International Airport. That would be “proportionate” retaliation. According to JetBlue, the American government could also consider temporarily withdrawing certain exemptions for KLM and the airline alliance KLM belongs to.
Air India this week stop flying to Schiphol after only re-commencing 4 months ago after a break of 26 years; again, the scarcity of slots is the reason for their exit.

(Spoiler: B6 would alternatively like to see limitations placed on the Skyteam TATL JV, or at least that 2 slot pairs at AMS are given over by KLM for B6's use in the Summer 2024 season)

Seems B6 may still be thwarted in their attempt to get back into Schiphol....

One thing that is unclear to me is how the OpenSkies agreement vs available slots is supposed to work.

For the upcoming summer season JetBlue will have to get slots in order to operate. Yet the openskies agreement basically says that these flights may not be limited. The above quote seems to imply that the slot coordinator may still decide (Or has already decided...) to not issue slots for S24 to JetBlue, effectively still banning them to operate.

While Air India have recently announced a return to Schiphol (recommencing on 17 December), there is still uncertainty as to whether/when jetblue will return....

There is no legal binding between bilaterals and slots.

They are separate issues. In order to fly a route, you need traffic rights and, for congested airports, you need slots (among other things). The EU-US Open Skies agreement deals with traffic rights but not slots: it ensures that US airlines have unrestricted traffic rights between the EU and the US (and vice-versa) but it says nothing on slot allocation.
