One thing that is unclear to me is how the OpenSkies agreement vs available slots is supposed to work.
For the upcoming summer season JetBlue will have to get slots in order to operate. Yet the openskies agreement basically says that these flights may not be limited. The above quote seems to imply that the slot coordinator may still decide (Or has already decided...) to not issue slots for S24 to JetBlue, effectively still banning them to operate.
