Interlined damaged baggage

Interlined damaged baggage

My wife has recently traveled
ABZ-AMS KLM
AMS-OPO TAP

The bags were interlined and on arrival at OPO the handle had been ripped off. they have KL baggage tags, but whoe do we claim from?

Missing/delayed/damaged bag claims always filed with last/delivering carrier. Therefore TAP.
