JAL japan explorer pass: variable price or fixed?

JAL japan explorer pass: variable price or fixed?
.My wife and I were thinking of using japan explorer pass to travel from Osaka to Tokyo. I was under impression that japan explorer pass has three price tiers, but they were fixed prices (7700 yen bw Osaka to Tokyo), when I search on JAL, prices varies significantly depending on time (close to 12,000 yen).
is japan explorer pass fixed or variable price?
Just wanted to confirm that this is the intended behavior.

You can almost always do that trip for between 5000-7500 miles, with generally wide-open availability in either *A or OneWorld. ITM HND at least.
