Ishigaki or Miyako-jima for a weekend-break?

When I've stayed in Ishigaki at large resorts like Fusaki, I've seen many Americans there. My guess is that most of them are US military families stationed in Okinawa. It's the only explanation I can think of for why there are so many Americans and not people of other nationalities.
