If it were me, I'd go have breakfast buffet at an upscale hotel. But that's because I'm obsessed with buffets. Conrad Tokyo's is the best I've had anywhere, although it'll take too long to get there and sometimes they don't let non-guests into the buffet. Maybe IC Strings Shinagawa.

In your shoes, I'd go into Tokyo and have a sushi breakfast at a 24-hour joint. Sushi Zanmai in Shinbashi comes to mind (they get a lot of tourists and have a full English menu with photos):

It's about half an hour by Keikyu from the HND international terminal. No need to rush to get back to the airport -- arriving 90 minutes before departure is a ton of time by HND standards. You could have an excellent meal for an hour, stretch your legs a bit and get the 8:06 Asakusa Line train back to HND, and you'd still have time for a couple of beers at the ANA lounge before your flight.
You could also just head over to the domestic terminals and walk around inside. Both domestic terminals have large landside shopping and restaurant areas that open early (around 6 am), in contrast to shops/restaurants in central Tokyo which tend to stay shut until 10 or 11.

The IC Ana in Roppongi has an excellent buffet (not relevant for the OP). Don’t remember anything even remotely comparable at the IC Strings.

It's certainly not mesmerizing like Conrad. But standards are very high in Tokyo in general and Strings' is solidly in the mix. Certainly better than just about anything you'll encounter in US. They had dim sum, too. I wonder if you're thinking of IC Tokyo Bay... their breakfast buffet selection is rather disappointing.

Anyways, I'm not expecting that the OP would actually go to a buffet. But being a buffet fanatic, I'm just throwing it out there.

But it was directly after a stay at the ANA IC in Roppongi (eggs benedict there is still fondly remembered).
Edit to add: Word on the “street” is that the Strings breakfast has improved significantly. But this only happened recently

RA might get you an upgraded room, what you do get is a few complimentary soft drinks in the room refrigerator.
If you want RA status to count for something, go elsewhere.

No lounge, and there’s a loophole there (I think it’s about the restaurant not being a part of the hotel EDIT, not quite, it’s because it comes as a purchasable “package” https://intercontinental-strings.jp/.../passport.html) so no free breakfast.
RA might get you an upgraded room, what you do get is a few complimentary soft drinks in the room refrigerator.
If you want RA status to count for something, go elsewhere.

This hotel is now preparing for new Club Lounge project. It will open in the 2H of 2019, and convert from Chinese restaurant’s private dining rooms on the lobby floor.

In April, I'll have about 7 hours at HND starting at 10am or so. Was thinking of going to Odaiba -- there is a connection from the monorail to the Rinkai line at Tennozu Isle.
Any better thoughts?

Depending on the weather you could also take the monorail to the final stop of Hamamatsucho and walk around the Kyu Shibarikyu onshi garden, the Seaside top observatory at the World Trade Centre, and the Hamarikyu gardens close to Shiodome and the southern end of Ginza
Have you been to Tokyo before?
There are a couple of major museums in Odaiba, several shopping centers, the replica Statue of liberty, the Fuji TV building with an observation deck and nice views across the bay to Tokyo.

If you have, then the question is why do you want to go to Odaiba?
Problem with the Yurikamome line is that it. Is. So. So. Slow.
Let’s say you want to go to Daiba station. That’s 45minutes.
As a comparison, you could get to Kamakura station in 50 minutes.
