It's generally considered easier to make omelets without dashi, so beginners are encouraged to try making them without until they master the basics. Omelets made without dashi are a stalwart of home cooking.

In professional kitchens, I would assume (unless informed otherwise) that dashi is included in the cooking process.

From food perspective, I'm vegetarian so that rules out most sushi places but have heard there's amazing Buddhist food that's typically vegetarian
One of the cheapest (and most accessible) places to sample shojin-ryori in central Tokyo is this place:
