On Monday the buses starting running from TCAT at noon, they said.
Supposedly, you can get a standing room ticket on NEX. Not so on Skyliner?

I was on DL173 into NRT on Monday...at takeoff we were told there would be rain and maybe snow showers in Tokyo, was that much snow unexpected?
We diverted to NGO for a few hours, finally made it to NRT about 8:30, then sat on the tarmac for another half hour waiting for de-icing planes to clear the way. No NEX or limousine bus, the Keisei trains were running but the last Skyliner was sold out by 9:40, ended up taking a slower train and triumphantly dragging my bag across the slush into the Hilton at 12:30 AM.
Should have known it would be a long day when the FA spilled a bowl of miso on me...

I have to admit, it's usually dry beans that have been thrown at me. Never fully processed miso. I guess I've only experienced a near miso.

Not officially, but according to someone on Yahoo Answers, if you jump on the train without a ticket while all the seats are occupied, the conductor charges you the regular price for a reserved seat and lets you stand, since they can't stop the train and throw you off. This trick would not work leaving Nippori because the Skyliner has a separate platform there with its own ticket checker, but it would work leaving NRT and it might work leaving Ueno (though I haven't been through Ueno since the new Skyliner started running so I'm not sure).

Once I tried to purchase a ticket around 5 minutes before NEX departure at NRT. They refused to sell it so I bought the next train and just went down and took the earlier train. Plenty of seats as usual.
They announce something about standing room, so it's possible to get a standing room ticket methinks on the NEX. Or does it only work if you buy another departure?
If you go through the gate with a Suica then will the NEX conductor scan the Suica (or take your word for it) and then sell you an express surcharge ticket. The base fare is ca. 1450 and the express surcharge ca. 1650.
