I've never been up Tokyo Tower and it's not an attraction I've ever suggested before but I understand there is some kind of retro games arcade at the base of the tower. If so, it's likely there will be older versions of pachinko to try.
it's strange how illicit pursuits become sanitised by history, like those flip card photo movies you play by winding the handle which show you "what the butler saw".

I don't think you will have any trouble finding game arcades in Tokyo. Some of these have pachinko machines and slots that kids can play because they pay out in "medals" which can only be used for other games and hence aren't regarded as gambling.

If it is a video arcade OP wants to take his kid to, that is different however from the original post, he was pretty clear about pinging the balls
The OP perhaps feels that it is not gambling, it is just fun. Just like slot machines. Just because it is in a different country and is a different type of game it is just fun.
My parents & relatives used to play or still play however they never say that it is not what it is - organized gambling.
