It's standard mathematical notation for one times something or three times something. What is the "something?" That depends on context, as the meaning of so many things does in English. If you could give us some context, we'd be more able to help. Without it, we're just guessing. The guess in the previous post might be right, or it might not be.

Here's an example from an American Express credit card promotion:
It'll reward you in more ways than before with 3X Membership Rewards points on travel, including transit, and at restaurants worldwide.
In other words, for travel-related purchases you will not earn just the standard "one point for one dollar spent".
