When I see the lowest fares on the India sites, some of the fares are restricted:
SALES_RESTRICTIONS : FARES MAY ONLY BE SOLD BY S2 OR 9W.
TICKETS MUST BE ISSUED ON EITHER THE PLATE OR STOCK OF
S2 OR 9W AND MAY ONLY BE SOLD IN INDIA.
OR - FARES MAY ONLY BE SOLD BY TRAVEL AGENTS.
TICKETS MAY ONLY BE SOLD IN INDIA.
Where the (higher) fares offered on the US sites are more expensive (ex. Rs. 3329 vs. $105) but don't carry this restriction.

Does buying from an Indian web site qualify as SOLD IN INDIA? I'm not sure what that means for an online purchase.

Further, were any of them Konnects?
Yes, bought off their website. None were Konnects, though...(I have a separate crib about their fares, but thats on another thread !)

I think your are entitled to the taxes back - I would take up that issue with them, then, as they are not entitled to those monies.

Maybe they did not refund due to your not intimating them 1 hour before flight departure?

But here's another interesting thing. I had to cancel the ticket for circumstances beyond my control. When I cancelled a ticket on a similar class (which INCLUDED a base fare) last month, I had to forfeit the entire price including tax and surcharge. This time, they gave me a full refund...don't know if that's a system issue I benefitted from this time or lost the last time !

They have to refund you the taxes and FS if you do not fly. So in the first case, I would say you were entitled to ask for a refund of the taxes and FS component but not the fare component. Whereas in the latter case since it was a zero fare, the refund obviously meant 100% refund.
Regardng both the tickets being mentioned as "no refund", it meant exactly that - no refund on any of the tickets (remember they can only forfeit the fare component). Since you did not pay any fare for the second tkt, so no deductions were made. In the first tkt scenario, you were/are entitled to a refund of the tkt price less the fare component.
