You're talking cross-airline redemptions. And yes, the surcharges there follow no logic at all. And point of origin/sale can change things dramatically.
Here, it's redemption of Jet points on Jet metal, where the surcharges (fuel or otherwise) are significantly higher for a return than for two one-ways.
Using your example, it's akin to LH saying:
FRA-JFK = 284€
JFK-FRA = 388€
But FRA-JFK-FRA = 1000€
That situation is a Jet speciality.

Ok, I see your point now. But still I don't think Jet is worse than most other airlines in this respect either. Fuel surcharges follow no logic at all (see my examples here: http://www.flyertalk.com/forum/21234926-post315.html), and is all market based. So while on this specific route Jet may be the only one that has inconsistent fuel surcharge pricing (I haven't checked), there are tons and tons of such examples around the world.
Completely ridiculous with the JetCallKids! (Who are now *worse* than before!)
