If you get one seat, grab it, then try to see if a second opens up.
The second one can be WL'd by a JP member...

From what I've read here, 9W does not open another seat (unless WLed, which I can't because these are not 9W miles) after one is redeemed.

They will monitor the loads to see if they can release a seat to a JP member T-1 day.
Right - then you cannot do this, unless you know a JP member who can redeem for you...
